Methodology steps

  1. Data collection across the 28 governance indicators per MMDA per reporting period.
  2. Indicator normalization to a 0–100 scale, direction-aware (higher-is-better vs lower-is-better).
  3. Dimension aggregation: equal-weighted mean of indicators within each dimension.
  4. Weighted composite: GAAI = Σ (dimension score × dimension weight).
  5. District ranking, banding, and benchmarking against national and regional averages.
